11 May 2018 - PEPFAR implementers in Vietnam are in the midst of a pivot to ramp up HIV epidemic control in select areas. To facilitate this, from May 7 through 11, the USAID SHIFT project conducted rapid HIV situation and needs assessments in Dong Nai and Tay Ninh provinces near Ho Chi Minh City (HCMC). The assessments laid the groundwork necessary for USAID to design and deliver targeted HIV capacity building and support to diagnose, test and treat people living with HIV (PLHIV) in underserved communities. USAID SHIFT executed the missions jointly with representatives from the HCMC Provincial AIDS Center (PAC) and Vietnam Network of PLHIV (VNP+). In addition to collecting essential baseline data, USAID SHIFT used the assessments to fortify HCMC PAC’s and VNP+’s roles in leading Vietnam’s HIV response. By doing so, the project helped reinforce local accountability and ownership for HIV services – elements which are essential to their sustainability.
