8 September 2017 - With USAID SHIFT support, VNP+, Vietnam’s preeminent non-governmental advocacy organization for people living with HIV (PLHIV), produced an emotionally captivating video promoting social health insurance (SHI) among HIV key populations (KPs) that has the potential to “go viral” on social media. To sustain HIV service delivery in the wake of declining PEPFAR and other international support, the Vietnam government seeks to achieve 100% SHI enrollment among PLHIV. With USAID approval, VNP+ gained support from the USAID SHIFT Technical Assistance Marketplace to assist the SHI enrollment drive through a series of SHI promotional activities targeting KPs including men who have sex with men (MSM), female sex workers (FSWs), and people who inject drugs (PWIDs). VNP+ produced the emotionally gripping 5-minute video short depicting HIV+ MSM, FSW, and PWID characters in their respective challenging solutions who find a solution by gaining HIV treatment through SHI. VNP+ will disseminate the video through YouTube and social media outlets such as the Blue Sky network and Rainbow fan pages, and it will show the video in workshops targeting KPs. Both USAID SHIFT and the Vietnam Administration for AIDS Control (VAAC) provided technical inputs, in addition to USAID financial support. This initiative demonstrates both the power and promise of strong public-private partnership to mitigate and end HIV and AIDS in Vietnam following the departure of international aid.
